The Code Enforcement Officer then issues a Violation and Order detailing any code violations that require correction. The Code Enforcement Officer performs a visual inspection from the right of way based on the Parishes’ currently adopted Property Maintenance Code. If it is determined that there is a violation on the property, the officer will issue a notice of violation.

This operation was investigated by the U.S. Mosquera-Castro is the eighteenth and final member of the drug trafficking organization to be convicted in this matter. Mosquera-Castro acted as an interpreter for the source of the heroin, negotiated prices with the locals receiving the heroin, and thereafter transported it from Houston, Texas to Ascension Parish for further distribution. On June 23, 2021, following a three-day trial, a jury found Mosquera-Castro, guilty of the above charges for his role in a drug distribution ring obtaining heroin from Houston and operating in East Baton Rouge and Ascension parishes.
